Spending Power Definition

The power granted to a government body to spend money, especially the power of Congress to spend money in order to provide for the defense of the United States and to promote the general welfare. Since 1936, that power has been expanded to include Social Security, environmental crises, and other concerns, such as desegregation and affirmative action.
