Asquith, then Chancellor of the Exchequer, as his parliamentary secretary, and continued in that position when his chief succeeded to the premiership. Early in 'giro he was appointed Under-Secretary for India, at a time when Lord Morley's tenure of the Secretaryship of State for India was drawing to a close.
Wessels, minister of public works, &c. Mr Fischer, besides the premiership, held the portfolio of colonial secretary.
But in spite of the fiasco of the Irish Councils Bill (1907), the struggles over education (Mr Birrell's bill of 1906 being dropped on account of the Lords' amendments), the rejection by the peers of the Plural Voting Abolition Bill (1906), and the failure (again due to the Lords) of the Scottish Small Holdings Bill and Valuation Bill (1907), which at the time made his premiership appear to be a period of bitter and unproductive debate, a good many reforming measures of some moment were carried.
He protested against the queen's autocratic behaviour, and resigned both the premiership and his senatorship. He was elected landtmarskalk at the diet of 1720, and contributed, on the resignation of Ulrica Leonora, to the election of Frederick of Hesse as king of Sweden, whose first act was to restore to him the office of prime minister.
In 1867, on the accession to the premiership of Julius von Jolly (1823-1891), several constitutional changes in a Liberal direction were made; responsibility of ministers, freedom of the press, compulsory education.
