Barquisimeto was founded in 1522 by Juan de Villegas, who was exploring the neighbourhood for gold, and it was first called Nueva Segovia after his native city.
But between 1900 and 1905 contracts were signed for the construction of three highways, leading respectively from Matagalpa, from Nueva Segovia and from the Pis Pis mining district to the head of steam navigation on the Segovia, about 160 m.
Vigan is the residence of the bishop of Nueva Segovia and has a fine cathedral, a substantial court-house, other durable public buildings and a monument to Juan de Salcedo, its founder.
