They may be granted to naturalized as well as natural-born British subjects.
After the repudiation of the British protectorate of the Ionian Islands, the order was placed on a new basis, and by letters patent of 1868 and 1877 it was extended and provided for such of " the natural born subjects of the Crown of the United Kingdom as may have held or shall hold high and confidential offices within her majesty's colonial possessions, and in reward for services rendered to the crown in relation to the foreign affairs of the Empire."

Electors of the council must be natural-born or naturalized subjects of the king, twenty-one years of age, resident in Tasmania for twelve months, and possessing a freehold of the annual value of £ro or a leasehold of the annual value of 30 within the electoral district; the property qualification being waived in the case of persons with university degrees or belonging to certain professions.
