Cognate with Scots tuil (“tool, implement, instrument, device"), Icelandic tól (“tool"), Faroese tól (“tool, instrument"). Related to Old English tāwian (“to make, prepare, or cultivate"); see taw, and tow ("fibres used for spinning").
